"proposed quality motor inn" AEP (Atlantic Enterprise Program) administered by ACOA to assist Hospitality Investments Ltd. with 6 percent interest buydown on project loan—$172,000. ACOA created in 1987.

Deregulation and Bill C18, passed in August, at root of idea. No traffic on Limeburner Lake/St. Andrews section, and proposed development of Water/Patrick area hinges on track removal.
